This is a conceptual design of my explaination.
The picture consist of two counter rotating mechanisms. This is to efficiently double the frequency.
The outter rotating mechanism is coiled with wire. The inner rotating mechanism contains poles of magnets.
The wire is not connected, thus there will not be flowing current (i.e. there will not be Lenz's law effect)
An example would be a 5000 turn wire, 3000RPM inner mechanism, 3000 RPM outter mechanism (constitude an effective 6000 RPM or 100RPS). The inner mechanism consist of 10 total poles or 5 pairs of poles.
The frequency will be 5x100x5000=2.5 million cycles per second. This induce a cyclic voltage accross the wire, thus emitting a wave of the said frequency. Since there is no current flowing, the only work input is bearing friction and air resistance. Theoratically, ignoring those factor, once spin, the mechanism does nothing but give out electromagnetic waves (radiant energy) that can be wirelessly tab.
The theory behind this has been overstressed by Tesla on variant of electrostatic pressure. What he meant was that energy is Force/ Time, or in the electric world, V/t or dV/dt . In mechanical world F/t, or dF/dt for small colisions. This is the true formula for energy and no it's not force x distance. The reason why heat dissipate when once push a block across a surface due to dF/dt of vibration. And yes, static force does generate continuous power on a small scale due to ambient fluctuation. Wonder why the great pyramid build over quartz stones. If one record flow in a pipe, it's Pv. The actually work is vdP + Pdv . Change in force is energy people.

There is a program called irfanview that can change the dimensions of your graphic and the size will get smaller and you can post it. Also you can change the format it is saved, like .png, .jpg, .gif to .bmp and make the changes you need and then return it to its original format. Resize or whatever you want to do with your graphic.

According to your drawing the stator spins in one direction and the rotor in another direction?

Yes they counter rotate.
I'm guessing you thinking it share the same shaft. It on seperate shafts.
The cable only coil itself around the outer disc. The cable hanging on the drawing is exaggeration. I wouldn't let it hang at 3000 RPM hehe
