Does anyone know where I can get this?

Ans what about, TiO2.

Do you know of any online retailers that sell these?

Check with your local ceramics supplier, I know our local art and ceramics store carries a lot of these metal-based products that are used by the local clay and ceramic artists when they fire their clay for pots.
Tin Oxide causes white speckling
Titanium Dioxide is a glaze opacifier
I don't know if the tin oxide might be a dioxide compound or not, they refer to it as an oxide.

Some of them are fairly expensive, tin oxide runs about $30 a pound.
