It seems that it at least overcomes the friction and
runs contineously, if it is no fake.
I have emailed the author , but he has not yet answered.
Is he from Turkey ?
Maybe he does not understand english ?

Could be a fluke.
If it is, then I suspect that the fluke will be the invention - it looks as if he has a slightly unstable axis - perhaps its wobble is aiding in the spin.
A turkish friend of me has mailed him four weeks ago. No answer.
This reminds me to Soukup and others who are having some "luck"
because of mechanical instabilities.
And once they try to replicate it in a more professional manner, they fail.
Look at 0:48.
He clearly had tried to "professionalize" it and obviously went back to his wobbly prototype.
This is the same effect ClanZer has had with his "very perfect" replications.
This is possibly a side effect of the 3d nature of the universe. :) Axially limited devices are just that; axially limited.
Well then, it seems that some degree of wobble may be a key which allows for the desired rotational movement with the "fluid" of the magnetic fields. No reason this can not be incorporated in a successful design. Some quality high speed photography of this fellows "wobblie engine" may reveal the area or placement relative to the magnets for the required wobble or floating area.

Looks like 3/2 scheme, perhaps some hidden coil/circuitry :'(
