There currently is NO form of "propellent-less propulsion" Being used in space travel. And Newton says it can't be done.
So, If someone was able to achieve this it would be a big deal.

here is what you can test.
take a vacuum gauge and place it in a chamber where the air becomes highly ionized, the ionized air will have a higher atomic displacement because the atomic fields causes the air molecules to repel each other farther apart causing a higher vacuum than normal air pressure.
0 = air molecule.
_ = molecule displacement.
0_0 < normal air pressure.
0_____0 < Ionized air pressure(Vacuum)
super ionizing the air above a space craft would create a vacuum above the craft and cause a vacuum pressure gradient to cause a space craft to be sucked up by Earth's own Ambient pressure against the ionized air bubble above the craft.
of course this is my shared theory on the subject, then again it will take a nuclear electric generator to produce that kind of super ionization potentials.

advanced propulsion is really simple, it is the nuclear generator needed for the enormous power they consume that makes it difficult for a practical use, currently only a Government source could afford them let alone with nuclear regulations keeps all the necessary equipment from the general public hands to build such things. except on paper. it's all about omni directional and directional Torr(torricellian vacuum) values produced as a result of field displacement.
with a billion dollars, I could build one easily. you just need a good lab with a hanger and a few good engineers and scientists. it really isn't all that hard.
