We can harvest voltage and current from exclusion zones from water + light, and perhaps increase power with a Kelvin artificial thunderstorm (also considered a water battery, or electrostatic voltage harvester). So it seems the new photovoltaic will be cheap, simply water, light, and a hydrophilic surface.

About time they discovered this, i have been saying this for years, they also recently discovered water vapor can have a charge as well, they still have not learned that it is ionised though (positively charged, lacking electrons), that's why we have lightning period, thunder will one day be known as an implosion feature of electrons being added back to the ionized water vapor.
This is how the Joe cell works, short bursts of positive ejects electrons, then take the positive off well leaving the negative on, the then ejected electrons are attracted to the positive ions in the battery, battery's gain in voltage from this, this creates ORMES in the water and they build up on the plates or tubes, this increases the whole process due to their superconducting properties.
The Joe cell is a battery, we just use the ion/plasma energy rather than the electrons.
