I realize this is a basic electronics question, but know that people on here know electronics. I couldn't find a very good category to put this in, so I apologize if this is in the wrong section.
I have a 16V 5.6A power supply. It was from a Laptop I believe. Input is 100-250V auto switching. My question is I want to connect the leads to alligator clips. However, there are 4 wires (red, black, green and white). According to the schematic (http://www.datasheetdir.com/PW116+download) 2 are +V and 2 are common. Do I connect both a common and a +V to the alligator clip, or can I just eliminate the commons altogether? Should one clip be the +V's and one clip the Commons? Will this also give me a traditional +/- DC or will both be + since both outputs are +V?
Also, one last thing (just to verify) my understanding is anything under 42VDC is considered "safe" meaning no electrocution under normal handling - despite the fact it is 5.6A. Most resources on the web seem to muddle the distinction between DC and AC when it comes to "safe" amperage and volts.

If so, meter the wires, and you will probably find out what is going on.
If not, you should go out and get one. Ebay has dozens.
