Hi Tommey,
Thank you for sharing. I've been working on something similar a combination Antenna cap charger with Earth Battery assist. The Earth Battery actually acts as bias to the caps as the signal on the antenna changes polarity. I haven't had much "Lab" time so I have whipped up a schematic of it.
Note the 25 ohm resistor should be removed. If anyone has ideas for improvement please share.
You're design is not what Tesla was using, in fact you are picking up ac waves. Us a frequency meter and you should show 60hz, the diodes show this very clearly. I did this same experiment in Florida and was picking up ac power form the telephone pole. You should be able to get a DC voltage, this will increase if the collector plates are design right..

Did you know that electric company's will find a way to take you to court to say that you are stealing their energy, even if its 10ft from their power lines....

Hmm, isn't that just one of those well known urban legends?
Maybe you know any such cases yourself? (links, please?).
Anyway, 10" should be inside the "safety clearance" for any obstacles nearby power lines (trees, ...).
I'm curious, how would You distantly "pick" the power from the "power lines"? Care to provide an idea? What kind of coil, "apparatus"... dimensions,?..how much energy recollected?
Enough to light a led? A few? A heater?
Nowadays, el. companies (usually) deny any el. power "influence" on the surroundings (!), so you may be free to grab all the "FE" from the power lines. If you know how to do it... (distantly, of course, - galvanic connections (before the meter) are still illegal)...

I finally got enough time to test your setup. I tried with an aluminum rod(6ft) and a steel pipe(4ft) as antenna approx 5ft off ground. It had just rained so the ground was wet. I used a copper plate and a zinc bolt as the ground stuck in dirt. I was about 300ft from any power lines.
In all these tests the + positive lead of the meter was on the antenna and the negative was ground.
On all the test there was very little AC component 1mvac, no AC current. DC current was extremely low 100na to 200na, except for the steel rod and zinc which was almost 1ua. Voltage was in the milli-volt range.
Aluminum rod
Probe only = -74mvdc
Copper Plate = -150mvdc
Zinc Bolt = 64mvdc
Steel rod
Probe Only = 190mvdc
Copper Plate = 40mvdc
Zinc Bolt = 650mvdc, 1uadc
The zinc bolt and steel rod was interesting. Do you know of anyway of increasing the current in this setup?
