Maybe this device will be prooved as fake too - very similar to a couple of designs? Who knows. We need more facts on the table before this can be something to believe in. Is there other videos about the same device somewhere?
The hovercraft looks like any electric driven device - with batteries and wires....poor equipment too LOL ;D

I've seen this sketch before and it suffers the same issues as all "magnet motors"...
The magnetic attraction ramp slows down the speed (it does not accelerate towards the closer ending). The rotor eventually will not overcome the breakpoint. Sorry...

also with two rotor not in phase .... one at the end of the ramp the other in the middle?

Making several wheels does not help if each of them cannot provide enough torque to continue. You have probably heard the saying: 1000 mice are not smarter than one. In the transmitted mean projection, this applies to this design with several wheels.
More rotors out of phase will only result in smoother run with less cogging - nothing more.
