This is a little screwy IMHO. Why doesn’t he just design a 1.5KW version of
this test it and sell it? Why is this much different than an audio amplifier,
or CB radio? Why does he need our money to lock it away?

Probably of costs. It is not easy to do sth in electrogravitics. Please don^t forget TT Brown lost 30y. to develop flying, small model of his disc. Then only, USAF took over and after 10y of advanced works they could fly in near space slightly before Gagarin (space jumps, with on I space speed). Even before they own X15!  We have canceled own project to do this, also of cost. I estimate that to develop it properly even for civilian purposes as family flying car (disc), no accident, no fuel, no road needing machine, it could cost even some mlds EUR. I see, nobody has real knowledge of todays costs of enginereeing. Fe.: to develop medium class vechicle, Ford Focus, Opel Astra and so on, it is 1.2 mld EUR needed. Body only+steering and wheels, without engine. In time of old good DM, it was 850 mlns "only"(Preiswert). So todays it is 3X more as even 10y. ago! And no inflation officialy. For engine, but modification of fuel intake only, such as HDI, CGI and other common rail is over 100 mlns needed! And engine body is from previous generation taken. So. This is cruel reality.;-]
