in this example, a linkage to an external point keeps the weight perfectly balanced at the top of the secondary wheel, there should be almost no energy expended to do this except friction loss in the pin.  not shown is a counterweight on the primary wheel, possibly equal to the weight attached to the secondary wheel.

Well, there will be shown variable of the counter weighted pendulum. Both of primary and secondary wheel should be equal to each other. Thus, it may performed accurately.
