I am not too clear about the horseshoe-with -permanent-magnets. Is there one such assembly, or two? Is this assembly or assemblies fixed to one of the ferromagnetic rings?

There is only one horseshoe ring with magnets. It moves around the assembly 360 degrees. The second position # 2 was to shown it's progression. It is not fixed to any of the rings.
Please ask if still not clear.

The magnets will be attracted to a spot where there is a given gap between the rings. What will happen to the rings if the magnet is stationary? What will happen to the magnet if the rings are stationary? And what will happen after that?
