Refreshing Circuit Idea

I have recently started work again on the circuit I started back in July. I did some searching on yahoo and found the pinout diagram for the 4011/4093 Logic ICs. If someone can help me figure out a logic diagram that was posted at http://www.electro-tech-online.com/electronic-projects-design-ideas-reviews/35261-circuit-help.html, so I can put it into the circuit and know which pins the I have to connect to ground since they are not being used. I also need help in figuring out a second part of the circuit that I am redesigning to make the Warn (Orange) LED flash when the Refill (Yellow) LED is lit. The main difficulty is switching from steady burn to flash when the Yellow LED turns on. I plan on using a 555 Astable circuit to make it flash. I have attached the section of the circuit diagram i am talking about with the LEDs and the Logic Diagram posted by RadioRon on Electro-Tech-Online

I have completed the circuit and the separate circuit for the LEDs. I want some opinions to see if this circuit could actually work as I want it to work.
