Water battery/Negative resistor

Hello everybody, I would like to share a new finding of mine. I was thinking really hard about Meyer's patent...especially his "special resistors" and then it hit me!

I have discovered a process where I first make an oxide layer...then bond carbon to that layer. The then coated tube is a resistive capacitor...storing energy and slowly dissipating it. The funniest thing is that it always has a potential....and if it just sits there it makes HHO gas...very small amount...but all by itself.
