Why this energy can light a bulb?

Hi guys, I have just seen a video where a guy shows how he can light a neon bulb with High Voltage @ Hight frequency.

This guy light the neon bulb with high voltage only.

I have seen another video where the guys tries to make the same test using a fillament bulb and he can't get the same results:

Someone said that he's able to light the neon bulb because he is exciting the atoms of the neon buld.
My question is...
Can be used this technique to run a device?
Why the guy can't light the fillament bulb?

A neon bulb has a negative resistance, that is once the neon gas starts to conduct in an excited state the resistance drops to almost zero. In a filament bulb the opposite occurs, as the filament is heated the resistance of the filament rises as the temperature rises. In both cases the neon and tungsten filament are "excited" that is the reason for the production of light, it is simply a matter of how much energy is required to produce the light. Neon bulbs are more efficient because they produce less heat and more light where a standard filament bulb produces a great deal of heat which is not the main purpose of the "light" bulb.

DC Motor (I know that there are AC motors or someones that you can run with AC or DC)


Can we run a motor like this with high voltage @ high frequency?
Or the only way to run the motor is using low voltage and a lot of amperes?

If your answer is that I can't run a DC or AC motor with high voltage...
What kind of device can I run with High Voltage @ High Freq?
