I think this look interesting! If you have the time and the money why not try too build it!
The magnets you can use for other experiments if this fails!

I do see one problem and that is that when the wheel spins the magnets enter a gap at the same time.. I like your idea, but space the magnets so that as one enters a gap the other enters a gate (magnetic field).

checkout the WhipMag motor of 'alsetalokin' on YouTube - look for the 'brightened' version of the video

similar in some ways to your design - but no belt drive, fixed inner mags and free-running outer mags

if it's genuine, the principle works!
