Has anyone heard of a paper being marketed online of some testing on a convergent nozzle design for wind turbines?

The paper is called:

"Air concentrating nozzles: a promising option for wind turbines"

I have been searching for a patent or any other information to find out more before spending the $20 to order this paper.

Can anyone offer any insights on this technology?
