There is so much wrong with this paper that I cannot take it seriously. The crop circle shown has no burnt stalks, but the paper supposes that super heating plasma was run to create it. None of the UFO's shown look the same, one showing a solid cone underneith. There is so much more, but I think it is obvious the problems from taking this seriously.

this is old hat...here in Romania there is a professor from the University of Iasi named Constantin Bursuc who invented a very similar device in 1988. In 1999 he published a book ("Construiti-va cu mijloace proprii un OZN" {Build a UFO with your own means) about it and wrote that the device was tested many times by the romanian military. They built it in form of a rocket with ring shape exhaust. The rocket flew four times higher than a similar rocket with normal exhaust. Also they said that it must have developed antigravity on vertical flight because on horizontal flight it flew just 2.5 times longer than the rocket with normal exhaust. The professor did extensive research on the device. It was tested in a military facility: at the gas exhaust speed of 3.5 Mach the plasma cone changed into a globular flash that was separated from the device and driven outside with little air flow, like one does with soap baloons.
This technology is NO BS ! It works but it will not be given to the people as long as the capitalist economy is at work. You know why? Because once the plasma cone is established, it sucks energy from the environment and works wlmost without fuel. That is why the lights go off when a UFO is passing by. It sucks the energy from everything and accelerates the electrically charged particles over light speed through a kind of a pinch accelerator. The spinning plasma cone builds a strong magnetic field (north upside, south downside) and two elecromagnetic mirrors at the magnetic poles. This is similar to a laser resonator. The upper mirror is stronger than the lower one, so that particles are many times reflected between the mirrors and when enough speed is achieved, they go through the weaker mirror at cosmic speeds. On the outer skin of the plasma cone the ions are accelerated, and on the inner rope are the electrons accelerated . So this device is an gravity shielding - plasma spinning engine combined with a particle accelerator. You can imagine the immense high speed reached by such a device. But in order to take place the effect, very high exhaust speed must be established, better would be 1-2 Mach, which kan be obtained if the ring ejector has the profile of a Lavalle Ejector on all surface. That means, greater diameter where the fuel burns, than lesser diameter for pressure making in the middle and again greater diameter for accelerating the burnt gas. That is all.
