The HARRP atmospheric heater and Chemtrails. Do you think they are related to Tesla based devices. We keep hearing scalar and things but, could it be transmitting radiant energy?

Got one off topic thought to add to this. It looks like they are spraying nano-tech particles now. Does that mean they might be abandoning Project blue beam and if so why did the Russians produce that swirling light just a while ago?
