Many have tried this same idea , but not in the way that I propose.
  Traditional  siphoning action uses a liquid level higher than the place your siphoning to.

example: traditional siphoning attachment

however some have tried to do this: half baked siphoning attachment

what I propose to try is this:water generator attachment

simply put ...the intake is above the output, the large pipe will act as a piston in an engine...at its lowest point it will cause a vacuum and draw in water through the 2 inch pipe, filling it back up to the highest point possible

to start off, the large pipe and the pipe in between the 2 valves has to be completely full...no air. Once it is past the 2 inch intake , there should already be a zero or less pressure above the water

the reason for doing this is for people that have streams but dont have the head available...the large pipe along with the height should provide this

look up ram pump. i don't think anyone ever used one for power but they pump water very well.
