Has anyone ever attempted to make such a device like that, with the magnets on the fan blades?  It doesn't seem that hard.  If it won't work, how does it fail?  Do the blades just not turn?  They would just center themselves relative to the external magnet right?  Oh, and by the way, where is the "magnet" section here on OU?

I found the answer to my own questions.....lookey what I found.  http://www.youtube.com/watch?v=_I3Ly5mBhT4

One reason for something like this to actually work is that it is a hand magnet. One must get the
user's hand or other human body part away from the mechanism and support structure, for a self-run
test to be considered valid.

By the way it is possible to make an actuator this way using a computer and neural net software
but then the entire computer and actuator needs to be powered solely from the self-operating
device to consider it to be self running.

I think videos like this pave the way for a type of OU humor.

Think of a video where something really really bogus is going on ontop of a plywood board.
At the end of the video the person lifts up the board as if to show nothing is there, and there it is
- the powers supply taped to the bottom of the board! - a self looped extension box. LOL.
