promising new method of water and CO2 to hydrocarbon fuel converter

I have advocated having a small scale CO2 plus H2O chemical plant that one could slip into a vehicle's trunk
along with a future overunity power supply to convert an ICE internal combustion engine exhaust back into
hydrocarbon fuel, then pump that back into the vehicles gas tank without releasing it into the atmosphere.
A small amount of CO2 and H2O could be scavenged from the cab or outside air to make up for losses. Not
too much though, because you wouldn't want the vehicle's fuel tank to overflow.  :)   The engine would offer
the main concentrated source of CO2 gas.
