Gates OU motor

My brother is an engineer. He told me that he worked on  the OU project of Gerry Gates where a spinning mass launched by ratchets is able to reset the ratchets and export mechanical energy. Mr Gates has raised millions of dollars and launched stock. He owes my brother $7k. My brother designed a system that would first disable this machine and then destroy it if it was tampered with. These machines are leased not sold. My brother tells me the operation is simple but won't explain it to me.
