If you print out this as you look at the drawing it will help.
First, at no time does either rotor not have an attraction force on at least at one end of the rotor arm. That attraction force is also trying to turn the rotor. Look at rotor upper # 2, it is fixing to be stuck after several more degrees rotation, but the lower section of it is in an attraction mode that is wanting to rotate it. When rotor upper # 1 is free of the sticky spot, it's opposite lower end is being pulled around also. The only time that any of the four rotor heads is not being pulled around in the rotation direction is when one rotor head at a time is in the locked position, waiting for the next rotor to meet it and make it a Pseudo Solid Rotor. The other three heads are being pulled around by the decreasing air gap. So in conclusion, you have a rotor stuck and it becomes a Pseudo Solid Rotor with no lock up or drag and three other rotors trying to move it along. That is a pretty good situation.

Yes I can imagine, but I prefer to see how author sees it. There are some doubting things here.
