Hey,
As hard as that is to create there is method in that madness... If you look at the picture it has porous electrodes... what would happen if we implemented such a device to sort out the O2 for the H2. Releasing the O2 into the atmosphere (thus help out local enviroment a little) and allowing us to use the H2 in an on board storage facility... power for this could come from down the line of the line of the reation chamber. The question is... What aspect of the porous electrodes do the molecules attract or repell from. The induced magnetic fields, electrical fields or something else. Perhaps a super fine mesh or loosly spun coils at a "T" connection... Its all very interesting either way some experimenting will need to be done >:)
