Some basics:

It takes the same energy to lift 1kg one meter stright up, as it take to lift 1kg one meter via another path. That is what's happening in that wheel - whether you have 1 og a million balls in it. Nice drawing, but it does not work.

The energy available to shoot the ball up the fixed rail is absorbed by pushing the wheel around its rotation -- the ball is slowed during its descent.

But please correct me if I've missed something..
