Centrifugal force to assist gravity wheel?

A heavy piston is inside a cylinder. The cylinder is allways aligned horizontally in the same way all the time. The cylinder contains fluid.
When the assambly is connected to the circumference of a wheel, the weight of the piston will force the piston to move fluid in and out of the cylinder on the right and left side of the wheel respectively due to the centrifugal force.
The centrifugal force is now doing work on the fluid so there will be more fluid in the cylinder at the left side than the right side - but only if the wheel rotates. It must be started by hand, but will it accelerate?
