Hydrogen production using a water cell configuration

This is something I have been working on for a while now, just wanted to share my progress and thoughts with the group.
The problem with hydrogen production using the electrolysis process is that currently more energy is used to
produce the  than what the H will produce on it's own. Would it be possible to produce H via using a water cell
battery configuration? I think it would be.
I have done some work and found out that a decent amount of H can be produced with a voltage of 6v at 200ma. I have configured a water battery system that will produce 12 volts but of course when I use the direct output from the battery via electrolysis process the voltage quickly drops to 0 and no H is produced.
Also the current reading is very low and does not even come close to approaching 200 ma. So what I have done is to charge up a bank of 12 ea 4700mf 25v capacitors to 6 volts.
The voltage in the caps when used to electrolyze water (tap water with a small amount of baking soda)
will create bubbles on the negative pole indicating H production.
A large enough configuration of cells configured in a matrix , connected together in parallel to increase amperage output would generate H in quantity.
