Is this what you are talking about?

If so that is simple. You take the 12v DC run it into a JT with a secondary use the rectifier to convert the 40 or so volts of AC output back to 36vdc. Adjust with a Potentiometer.

Make sense?

What did Lord Kelvin said about primary winding?.

What is the Hall effect in transformer core?.

What difference does it make if you pulse with transistor or crystal?.

Build it and observe.

Joule Thief. Its a simple circuit that uses very few parts.
