Looks to me like the hacker's club hacked into the top gear web site and posted that page on the Ferrari.   There are so many things that say it's fake I don't know where to start.  Wish it was real but sorry it looks like a pipe dream and not even close to believable.

Aha, reading the text of the Ferrari is interesting:

3 sources of energy: Solar, Wind, Battery. 

Basically it gets most of its power by the large battery inside. There were already many attempts to gain back the power produced by the battery. Let's assume this is possible for about 75% of the energy. Now they try to fill the remaining charge with solar panels and the 2 wind turbines in the front. Couldn't this work for some degree? Some years ago I saw car in a prospect which had solar panels on top. These were capable of charging the battery for about 20% during some hours (or something like that... I can't seem to find the source of this information anymore = Not much, but maybe combined with the wind turbines it could add up.
