It's just a early representation of step down a/c transformer.

This circuit produce record breaking 6.5Kvpp or estimate 59volts per turn for the 110 turns secondary coil using only low voltage 20volts for a start.

The wire from bottom of tesla secondary coil just go through the small blue toroid to circuit,no winding.Material is important N87 small blue toroid,since they are many variation of the blue toroid.
If the circuit fail to oscillate just swap 2 wire from the toroid.
