The 74HC40103 will work too, but is limited to +5.5V of power supply voltage (albeit it's faster).

You can be sure of that, if these oscillations/ringing are still present after shorting the secondary winding.

If you have an LCR/Inductance meter, then the inductance of the primary winding, while the secondary is shorted, is the leakage inductance of that transformer.
What core are you using for this transformer anyway and what winding style ?

This guy is utilizing pseudo-science. He describes "Hydrino" power as dropping a Hydrogen atom's sole electron "below" its ground state???
He believes that he has "refuted Quantum Mechanics"
Randell Mills is an uncredentialed, self published author (sound familiar?).
Regretfully, he is another Physician, who fell down his own "rabbit hole".
I find it tellingly disingenuous, that he refers to himself as "Dr." rather than M.D.
To infer some credentials in Physics which does not seem to actually possess.
His attempt to discuss his theories to what appears to be a bunch of bored guys in bad suits is a demonstration that he either has no clue of the subject he is talking about or it's just part of a long confidence scam.
He believes that "Hydrinos" makes up all of "Dark Matter" and that Dark Matter makes up most of the mass of the Universe (the actual current belief is that 2/3 off all the mass-energy in the Universe is Dark ENERGY, not Dark Matter, and there is no proof, or even a hint that his Hydrinos exist anywhere.
No experimental proof is offered, just PowerPoint Presentations and investment brochures.
He has uttered these claims for the past 25 years with not a single bit of evidence to back up his snake oil claims.
Actual Physicists find his claims specious.
As far as the high intensity solar cells,
I believe they have not been proven for long term use, and notice that he mentioned that 30 foot parabolic reflectors were used to concentrate sunlight, but then went on to sell the compact, low cost aspect of the technology.
His technology is described as proprietary, and not patented (because the patent office threw out his "Hydrino Power" as imaginary).
He does not intend to have investors pay him to manufacture, nor service the technology, but sub-contract that out to "others". He will just be in charge of cashing the checks.
It's like someone trying to sell you an investment in the generation of low cost, high power, clean energy, that runs only on finely ground unicorn horn powder...
He is a charlatan - whether he is a hustler or a mad man I do not know.
I just hit the "eject button' early on - I hope you didn't waste 2 hours of your life on this complete nonsense.
Once again, "it is a tale told by an idiot - full of sound and fury... Signifying nothing!

Check out the attached info. below.
The recommended values for the primary inductance of the GDT (gate drive transformer) are a good starting point.  If you don't use the correct inductance range for the frequency you are driving at the waveform will be distorted.

Yes, leakage inductance is the *enemy* causing a phase delay (shift)  and ringing effect on the secondary side (mosfet drain). Basically the Least amount of *turns* that can be used for any one core will help to limit the leakage inductance as well as using a *braiding technique* incorporating primary & secondary windings.

If your output signal (at mosfet gate) droops, add more turns, use a higher permeability core, or a core with a greater cross section. I've had really good results using common mode filter toroids, usually the green ones that are rated for MHz range filtering. Attached a photo of an old project of mine that runs a H-bridge of MOSFETs for a SSTC. 
The GDT is mounted in the middle of the top of the bridge.  The aluminum heatsinks are for the Schottky blocking diodes and the Mosfet bypass diodes. The actual MOSFETs cannot be seen because they are mounted underneath the protoboard and in contact with the black heatsink underneath.

The secondary side floats an offset +16, -10 volts at the Mosfet gates.  This was a prototype test for another project to check the viability of the circuit design. 

And Verpies is correct, use a powerful mosfet driver to drive the primary of your GDT, I have had really good results with the IXDN614, 14amps....... I might make mention that a double-ended drive (both ends of primary on GDT driven in push-pull fashion) is usually the better option, but I have built some designs that actually perform better with a single-ended drive topology.

Have a look at this circuit it looks like it uses 40 strand cable on a 40mm tube, but that is besides the point, my point is it induces some thing like 15khz in one coil and modulates it with another, but notice the spark gap, at a point the spark modulation if you can call it that ! imagine a snake with corrugated sine wave between top and bottom. If you can't your lost man!  8) :o ;D

Verpies, Lost_bro, thanks for the help guys! During this gdt journey, i really loved this technique.
I made two drivers for general lab purposes. One is an HS and the other LS. The schema that i went through is taken out of the attached file. I found it rather convenient out of its simplicity in suppressing unwanted spikes at the gate input. Any spike higher that 12V goes to snubber's capacitor which discharges through the parallel 10K resistance.

HS driver is for lower frequencies (acoustics).
LS driver is for higher frequencies in the 100KHz-300Khz range.

Torroid used for HS has high permeability (10.000ui). it is blue, 24Turns trifiliar, 6mH per coil.
For LS, white torroid 6000ui, 14Turns 2mH.
The bad thing is that they are for frequencies up to 100KHz and not MHz as Lost_bro mentioned.

Driver used is a TC4420 up to 6A at 12V as i wrote above. PWM control is from 0-99%. Even with 12V which i think i'll replace it with 15V, the job is done up to some 180KHz without gate droop at minimum pwm. Later on i'll post some images.
