In short and easy to understand chronological  order :
1.  Sergiej Panov  arrived to Riga Latvia,
     -met with the seller of FE device, 
     -saw working  device ,
     -examined the open box  of FE  device for possible  fakes, tricks carefully watching Ruslan Kalabuhov hands.
    Insured that everything was working Sergiej Panov  spend 5000 dollars paying to Ruslan Kalabuhov for  FE device.

2. Sergiej Panov traveled  to his home (~200 miles distance )   and  than published that there was fake, made by  Ruslan Kalabuhov
   - cut wire , hoax, and he lost $5000

3. I offered to Sergiej Panov $5000  compensation if he proves me that  the device  is fake.
    but I didn't want to buy the device , nor have the device, for any price.

4. Sergiej Panov didn't respond to my offer  to compensate his loss of $5000  in exchange  for  evidence  (point.3)
   but instead he offered me that device for sale, 
   and than said  that he can give me for free parts from the device.

What is that  I expected from that:

I was thinking about  organizing meeting  between the two or at least to visit each one  of them.
For Ruslan Kalabuhov it was chance to prove to me that his device works (that's what investors want)
For me  it was chance to  examine Ruslan Kalabuhov  device.
For Sergiej Panov it was chance to get my $5000 compensation if device didn't work.
So expertise was crucial to  both.

So why it was important to me  to possibly lose $5000 plus travel expenses?
Answer: I saw Tariel Kapanadze device  and I wanted to  examine  Ruslan Kalabuhov device in work.


I also projected  one  of possible reasons  why Sergiej Panov paid for the device "working" or not.

Russian FSB ( former KGB) was very much disturbed  that Latvian   Ruslan Kalabuhov, presented his device and thousands of Russians started to experiment with FE.
Russian government  is afraid that some of them might be successful...

So we see here the device Purchased by Sergei Panov and  presented by him to the public.
He complained that seller Russian Kalabuhov faked  presentation as he  used  thin wire to deliver  220V energy  to the device and
when Sergei Panov decided to pay him $5000 he cut that wire  and remaining end of  that wire  was hanging out of the device.
As an evidence Sergei Panov showed  to us that cut  piece of wire ( seen on the picture) to convince us that  Russian Kalabuhov is a faker and lair.
