It depends on how powerful the pulses are. High power pulses, driving high powered bulbs needs a high powered supply source.

I posted this link just to make easy to understand that is possible to isolate the load from the source easily. For small projects, we can use small relays working " vibrating", that is put the normal closed contact in series with the coil.
This can be done using IGBT's with the correct set of protections.

Wish I could remember video with experiment he shown it running.. mini TPU with LEDs?
Probably it is same thing just with as we had when you have 2 open ended coils and each is as capacitor plate having inductive element amplified.

Now if you get back and take another look on akula/Ruslan device this stuff should make more sense... :)
