Good day All:

The posted schematic is very similar to the Slayer Exciter Ciruit:
I built one of these with my daughter for a science fair project, and it can light up plasma arcs inside of a 100 watt incandescent bulb at a distance of maybe 2- 3 inches. 
The bulb on top of the topload is NOT connected.... only sits inside of the PVC tube in close proximity.
Very impressive results for a self tuning, minimum parts count circuit.

If you read some of the comments of the guy who posted the video, it seems like it is probably fake.
The Google translate from Russian to English is not the greatest, but it does sound like maybe
he just posted up a fake video because he doesn't believe people like Kapadnadze have real working devices.

Did some more testing, effect is still there with input leads of Kacher shorted. Additionally i tried to discharge all points of circuit. Effect still there. If input leads are opened, cap recharges to around 0,275V.
This voltage seem to be totally unaffected by the flashes of the ESL. Here is a picture of setup, sorry for bad quality, i only have cheap smartphone. Green aligator clip is earth  connection. Only resistor is the 10k pot between base and collector of transistor.
Next i will try if i can find some oscillations with scope on secondary side of Kacher while it is in "off-mode" 

Maybe one of our pros of "conventional physics" has an explanation for this, like anything happening inside the ESL tube? IMHO it cant be a static charge because i discharged both terminals of ESL.

Interesting effect FromOtherPlanet! It would be cool if you could post a some short of drawing for replicating this! Especially how this esl tube is connected to Kacher's circuit. It is like your tube which consists of glass and copper acts like a capacitor which is charged from the surround environment. Reminds me Vilhelm Reih's experiments with several layers of metal and wool or wood which act as a charge attractor.
Keep good results FOP, and thanks for showing this.
