  OK,  looks like the fuse that looks like a capacitor is blown,  which I'm pulling out now.
I don't know what to replace it with.  No room to install a normal glass tube type of fuse.

As a temporary measure, use a some thin electrical fuse wire or a thin strand from a stranded wire. Keep the bulb in circuit until you have established that there is the correct output voltage. Report back on what voltage you have across the big caps.

  What amp and voltage would it be?
