Thanks Raycathode. Links to those videos have been posted here before and
unfortunately those videos are another example of someone claiming OU while
just looking at a lightbulb and not doing any measurements. IMO, it is quite doubtful it is 'OU'.

Yep, that's a good one all right! Classic rat's nest construction, stray capacitance and inductance all over the place... and three 250 dollar meters blown out and he will probably buy another one (4:40 or so) not to mention damaged scope.
