Few words about screenshot you posted from Ruslan.
Ruslan last year decided to make video stream on youtube.
He had total  6 of them.
He deleted first one very next day and rest of them just hours after every stream.
These videos where dedicated to Russian audience, mostly emotional and not planed or announced  ahead of time.
It looks like, Ruslan wanted some attention, some respect, some recognition.
He was aggressive, disappointed, full of negative emotion.

My few cents :
Ruslan device looks pretty much realistic.
I was supporting him during his fight with Panov .

Ruslan publicly promised presentation and mentioned me as one of participants in Riga Latvia.
I was eager to travel to Latvia to meet with him.
But of course that never happened. 

So what about his last year session:
It would be better for him, if he never made those  last year videos.
The first video stream was shocking, unexpected and everyone was trying to find out what's going on.
But hours after when people start to make comments, it was clear that it can only make him more unhappy.
Despite activities of trolls, there were a few guys including me, disappointed with his knowledge base.
On the other hand - Tariel Kapanadze  wasn't good in physical phenomena too, but he delivered, respect, and performance,
activating scientists, commercial entities, and even Turkish government .
Ruslan didn't.
This negative feedback, caused Ruslan to delete his other video streams without a chance for the audience
respond.

Conclusion:
Ruslan's technical performance  expressed in his video streams was below every possible level of acceptance.
One of his colleagues contacted me and stated that he was the one who made the first
PCB boards for Ruslan due to Ruslan's inability to make one. He didn't expect Ruslan  to succeed than.
Later on we saw Ruslan's devices made by himself in various versions presented to us as performing.
That could be due to Ruslan's self learning process.
Till today nobody  proved that his devices didn't work.
Ruslan is not responding, to my approaches, nor is willing to cooperate.

The thing is if any one copies and uses any of the circuits on this thread to control the Katcher
circuit then they are lost in the maze, unless they think for them self out side the box.

Stella the french guy, if you look up the name Stella you wont find much just one entry under Wesley
where Wesley calls him 'dear', and he no longer talks to me, hasn't for some years now.
