I found this in the PDF:

A Faraday cage does not shield from magnetic fields. So maybe magnetic field from the megawatt current pulse is producing a current in the inductive sensors.

Truly, what cannot be reduced to "frequency"?

Few and far between, are those who will methodically study the effects of myriad frequencies and their interactions.  It seems Kowsky and Frost were two of those.....and J. Hutchinson....Boyd Bushman....

The magnetic beam amplifier is about as simple a platform as one is going to find in this arena, and even then, there are very few, If any, faithful replications.  By alternating the polarity emanating from the open end of the device at any number of frequencies, one is able to greatly multiply the open ended, coherent flux strings in a chosen direction.  I would be greatly surprised if the device has not, by now, been greatly improved upon, down to pistol size, or smaller.  The effects one is able to produce are nearly endless, especially when waveform and amplitude modulation combinations are realized.
