Rectangular bar is hitting the wheels at an angle on the curve with a force.    Horizontal component of this force is making the wheels to rotate in its direction as I see it.

Seems is the bouncing that let the wheel rotate.

I modified the WM2D file,now set without attrites the kinetic energy of the circles rises. Set with air attrite we have a moment where kinetic energy of the 2 rounds are 4 times greater than potential energy lost by the weight. The rectangular weight has a spring so potential energy isn't loosed at all. How should i have to get this? An error of programmation of WM2D or an overunity device?
