So that you know, the energy of these particles is measured in units known as Gigaelectron volts (GeV and sometimes MeV).

The energy of these elementary particles is derived from Einstein's equation E=MC2.

GEv [Energy] = M[mass]*C2[speed of light squared]
Therefore
Mass = electron volts [Energy] / C2 [divided by the speed of light squared]

What part of this is difficult to understand?

Put in the lowest form of abstraction I am capable of, know this. Mass and energy are entirely interchangeable and entirely equivalent with one another (after applying the speed of light squared as a constant).

Accordingly, just as you cannot get more water [mass] out of the end of a hose pipe than you put into the other end of it in the first place (for example from a tap), so too you cannot get more energy out of any system than you supply it with in the first place. Energy behaves in precisely the same way as mass in terms of compliance with the second law of thermodynamics. You cannot get more water out of a hose pipe than it has been supplied with. So too, you cannot get more energy out of a piece of copper wire than you supply it with.

I can only explain it to you. I cannot understand it for you.
