Newman Motor Finally Explained?

A few days ago I found out about this Ukrainian invention:

What if the rotating magnet where placed inside the coil?
This might explain how Newmans motor works and why he is shorting the coil after each impulse?

It's been nearly 30 years since NBS, now NIST studied Joe Newman's motor and determined that it was definitely an under unity device.  The last I heard of Joe Newman he was touring parking lots with his mud pump.
