Heron Fountain; a possible perpetualization. A question really

Hi,  I'm new to this. very new. A noob. A dork.  A guy with a possible dumb question.

Now, I've been looking at some diagrams of how this works and my question is: up top you have your catch bowl, which leads water to your reserve, then the reserve acts as a syphon to bring water from the tank through to the fountain... my curiousity is.. could you link a tube that pushes water from the bottom reserve up into the tank - eliminating the air syphon? 

I don't have a way to make or upload pics at the moment.  so here's my best shot at a description

>fountain bowl with a set amount of water. plugged to prevent water flow just yet.  the tube leading into the bottom tank
>bottom tank (I refer to as the reserve). filled to half way with water. a tube leading into the holding tank
>holding tank, with a spout leading up to fill the fountain bowl through the fountain spout

my thinking is: if you've got a set amount of water pressure in each tank, then as the air compacts it will sooner or later create enough compression to push water through into the holding tank, and once the holding tank's air compresses enough that it will push the water through the fountain spout - with no overfills.

is this feasible?
