A) Potential energy
or
B) Kinetic energy.
or
C) Both kinetic and potential energy.

Voltage is a measure of the ratio of energy to charge.  It is neither the energy nor the charge.  But that was a nice attempt to misrepresent by conveniently truncating the statement mid-sentence.
