Rotor's axis is not perforating on the picture below.
The stator's magnet rotates with the rotor regardless of magnetic force field of both magnets. You can check it with experiment:



The cube and circle magnets are on the piece of plastic. Lower magnet A is rotating around the axis so upper magnet A rotates with the lower one. Cube magnets are bounded with the magnetic field, they rotate together. Circle magnets are bounded with the magnetic field but the upper magnet B does not rotate.
Experiment showed us that the rotor and stator's speed can be different and do not cause deceleration of reducer.
