Can you use a sealed lead acid battery charger or a Gel battery charger to charge lithium ion batteries?

Without over charging or damaging the batteries?

do you want to burn your house down ? they need a controller and to sample the charge and limit the charge time.

NO!   Lithium batteries tend to explode if they are not charged with a correct charger for them.  They can burn very hot and as the previous reply noted could cause a lot of damage.   Do not risk charging with anything other than the correct type of charger which will limit current and will shutoff at a safe voltage.  Individual Lithium Ion batteries should never exceed 4.20 volts - that is the highest voltage they should be charged to.

This is a bit off topic but I was wondering if anyone here might be familiar with the EZ Battery Reconditioning System. There was a long video I thought was going to show me what they were doing but at the end of the video there was an e-book for 47.00 dollars which I don't want to buy if it is a scam, any info anyone here could provide would be appreciated thanks.

Most of those $47 deals are scams - you can probably find all you need on the Internet.   But this is likely where they got their info and a great source for you :  The Battery Bible by Bedini which you can get here:  http://energyscienceforum.com/files/bedini/monopole3/Bedini-The_Battery_Bible.pdf
