If there is any functional OU device left in the public domain, I can guarantee to you it will attract zero interest. People will take it for granted and they would feel more comfortable to pay the oil cartels.

The oil cartels have all the influence on the society. If they lose any penny simply because of one's invention or whatever, i doubt if the inventor will remain survive for very long.

I would not rule out the possibility of the next evolution and i hope there will be. However, in the present era, when income  income disparity is a norm, your proposal means the real inventors of OU should be starved to death.
