It could be used as you suggest just as a simple fletton can be used to build a home or kill somebody by bashing them over the head.
Anyway, I am fairly sure this tech is in use now, for getting help quickly to people liable to have an imminent heart attack. i.e. there is no inventive step, novelty, and hence it will be a relief to the pananoid that it probably won't proceed to grant.
The problem is that the pananoid will not be relieved because they need to fret and fuss over something and will simply find something else to get paranoid about.
