Pandemic - Ban walking exercise ( most wear face masks ), leave bars etc open ( they don't wear face masks )  !

As new waves of the virus occur, governments will return to previous phases of confinement .

Some of these confinement phases severely restrict or ban walking exercise ( normal walks ) .   
Obviously it's different from country to country, but some are similar.

And yet in many places they allow bars and restaurants etc, to stay open without requiring the use of face-masks. 
People with sprinkler mouths standing within centimeters of each other,  etc  ( obviously disregarding the distance rules, which are too difficult to enforce in those establishments ) .

And also, the noticeable health problems resulting from the banning of walking exercise .

NOTE - Self Contradictory I know
-  Permitting heavy running / jogging exercise, without requiring face-masks,  most people when they do heavy running / jogging, their heavy exhalations etc, do emit visible amounts of saliva.       
    MAYBE, the solution for these people would be PLASTIC-FACE-SHIELDS,  however,  it does seem that all the models available on the market are either a danger / hazard due to thinness of the plastic, or also a problem for damaging their own clothing, due to the same reason ( thinness of the plastic ) .

What is the logic,  most people seem to wear face masks while going for their walks ( while they are permitted to go walking ),  however,  in some places,  while walks were / are still restricted or banned,  bars and restaurants are allowed to stay open without requiring the use of face-masks .
