Do you happen to know the patent #  ?  the text in your above link refers to a patented technology.
Or any other reference to this "cell-resistor"?  I tried to look for it but nothing found. 
What can be the concept, to get 95% reduction ??

Hello gyula,
at first,when I saw this article in the Keelynet-page,
I also entered the patent-archiv and searched for more details !
Zero success !

I spoke  now with Mr. Al Bernstein without to ask about his patent !

He told me about several inventions based on his technology,
also,when I told about "Moletherm" , a similar kind of tape-foil !

About the room-heating-apparature:
the test-field,a 120 sqm room-area, the consumed electricity to reach
30 degrees Celsius room-temperature,without thermostat,
2 KW,with thermostat 1,5 KW per hour !

He is in search for industrial partners which will enter with him the wordwide market !

This as -first contact- result

       A good question, especially when the relation 0,8/20-0,8/40 show us
       reductions up to 98 % !
       After the Kova?-Marzahn-Thierry-Kanarev-publications and their
       "mysterious effects"  I can only wait for the first,testable, machine !
