My opinion, as far as it goes:

Having experimented with a lot of gravity wheel designs in the past, I think that any gravitational force on the downside would be the same, if not less, that the energy required (or lost) by the ramp and the movement it causes.  I think the addition of all of the other mechanisms just add more friction and would cause it to be less likely to crate an over-balance situation.  But, and this is a big but (almost as big as my ex-wife's) the only way to "know" is to try. By attempting this you may learn something else or can modify the approach into something that will work. I repect all ideas on here and unless I have tried them myself, I am not in a position to state any predictions one way or the other.  My favorite question in life is..."What would happen if...?"  Good luck.

Looks like you have a great imagination for design. I have a few designs that I have drawn up that work with a simular effect but don't look like yours, and have been working hard on less friction. I think you will have to much friction with a small system. You might try this one on a larger scale with very good and cleaned out bearings. For if you clean out the bearings and just use an oil you will have alot less friction/resistance from packed greace.
